Briefly: Lower Colorado River Basin states offer new proposal amidst stalemate

The Los Angeles Times reports that Arizona, California and Nevada have agreed on a new water-saving plan for the drought-plagued Colorado River. The plan outlines more cuts in water use than the states had agreed to previously. The states said it would help stabilize the failing river through 2028.
