Water Education Foundation reports that California is taking climate change and dry conditions into account as it examines possible changes for new water rights permits. In February, the State Water Resources Control Board released a report, Recommendations for an Effective Water Rights Response to Climate Change, recommending that new water rights permits be tailored to the increasingly volatile hydrology within California and be adaptable enough to ensure enough water exists to meet demand. The report also notes that many of the state’s existing water rights are based on stream gauge data drawn during a relatively wet period around 1955.
