The Las Vegas Review-Journal reports that Nevada is planning to buy water rights and permanently retire them, but the state hasn’t yet figured out how to pay for the purchases of those groundwater rights. Like other Western states, Nevada’s groundwater supplies are shrinking thanks to chronic drought and over-pumping.
